In a large bowl, mix milk powder, flour, baking soda, and ghee into a consistent mixture.

Slowly add milk to the dry mixture to form a soft dough. Do not over knead.

Divide the dough into small portions and roll each into a smooth ball.

Prepare the sugar syrup in a separate pot by boiling water with sugar, cardamom pods, and rose water till the syrup thickens slightly.

Heat oil in a deep frying pan and fry the balls on low heat until they are golden brown.

Immediately drop the fried balls into the warm sugar syrup.

Let them soak in the syrup for at least an hour before serving.
